UAE Calls for Comprehensive Approach to Counter Terrorism: Balancing Security, Development, and Human Rights
The UAE told the UN that fighting terrorism requires more than just security measures - it needs a complete approach that tackles poverty, unemployment, and social exclusion where extremist groups recruit new members. Speaking at the UN General Assembly's Sixth Committee, the Emirates outlined how modern terrorist threats are evolving through cyberspace and artificial intelligence.
Abdullah Al-Ajili, representing the UAE's permanent mission to the UN, said terrorist activities still pose a major threat that undermines global peace, security, and sustainable development. The UAE condemned terrorism in all its forms and reaffirmed its commitment to international efforts to eliminate it under international law.
Here's where the UAE's approach gets interesting: they argue you can't beat terrorism with security alone. The statement emphasized that extremism spreads in environments marked by poverty, unemployment, marginalization, and despair. So the solution has to address these root causes through comprehensive strategies that promote inclusive development, interfaith dialogue, women and youth empowerment, and active participation from all sectors of society.
The UAE is backing up this philosophy with concrete action. Their national strategy to combat money laundering and terrorism financing for 2024-2027 strengthens regulatory frameworks, improves coordination between institutions, and enhances detection of financial crimes. These reforms don't just boost the UAE's domestic capabilities - they also support global financial integrity and international counterterrorism efforts.
But the UAE also highlighted how the threat landscape is changing. Extremist groups increasingly exploit cyberspace, advanced technologies, and artificial intelligence for recruitment and spreading their ideologies. This means countries need stronger international cooperation on cybersecurity and responsible use of digital platforms to prevent their exploitation for terrorist purposes.
The statement called for expanded cooperation between UN member states, relevant UN bodies, and the private sector to develop a collective approach to these threats. This includes sharing expertise, experiences, and building capabilities across borders.
For global markets and governments, the UAE's message is clear: effective counterterrorism requires balancing security measures with development programs and human rights protections. This approach aligns with the UN Global Counter-Terrorism Strategy, the 2030 Agenda for Sustainable Development, and the Pact for the Future. The UAE committed to continuing its support for UN counterterrorism efforts, including the Counter-Terrorism Centre, while working with member states toward the shared goal of eliminating international terrorism and building a safer world for everyone.
